Abstract

Despite significant post-2015 investments, European borderlands remain unstable and unsafe. This paper examines the fragmented governance of migration among state, supranational, and international actors. Using Bosnia’s Una-Sana Canton as a case study, it demonstrates how resource management strategies allow institutions to evade direct accountability for policy implementation. This ‘organised abandonment’ exacerbates migrant precariousness and criminalisation. Ultimately, the analysis reveals these dynamics as products of broader power struggles surrounding EU integration in the Western Balkans.
