Abstract
This article explores gender mainstreaming within European programming, particularly focusing on the European Social Fund Plus (ESF+) 2021‑27. It examines how gender equality has been integrated into EU policies. The paper details gender mainstreaming’s evolution across programming cycles, emphasizing its dual approach: integrating a gender perspective into all policies and implementing targeted interventions. It also highlights the crucial roles of gender analysis – for understanding disparities and informing interventions – and gender-responsive evaluation – for assessing impact and ensuring accountability.
