Abstract

This article examines Russian migration to the South Caucasus and the Baltic states following the large-scale invasion of Ukraine. Drawing on academic literature, policy analysis, and open-access quantitative data, it outlines the profiles and main drivers of war-induced Russian migrants (in Russian, relokanty) while exploring their integration and impact on host countries. The study shows that the South Caucasus’ pragmatic ties with Moscow facilitated large inflows, generating social tensions but also economic growth and acquisition of high-skilled workers. In contrast, the Baltics’ increasingly securitized stance has limited arrivals, reversing traditional Russian migration patterns in the region.
